I forward you correspondence with GNCTD regarding planting more trees/shrubs in the National Capital Region, to improve Air Quality, which has met with no results from the various concerned departments of GNCTD.
The Courts have declared Delhi akin to a 'Gas Chamber'.
At COP21 Paris India has make avowed declarations to improve its emissions, whilst making such declarations, the capital Delhi, has become unlivable due to the extreme air pollution. Any attempts to attract foreign capital will fail as Delhi has been declared a hardship posting, and foreigners do not wish to come to India.
Extreme climate conditions as in Chennai shows we have messed with nature, and such extreme conditions will continue in frequency.
We need to improve Delhi's green cover from its present approx 20%, to 33%; a massive task, which means planting an additional 100 sq kms in the NCR.
Since GNCTD has proven incapable of doing the needful, you Sir, as Minister Urban Development, Delhi’s land being under your ministry’s administration, are requested to exercise central powers at your resource and command to plant more trees and shrubs, to ensure more green vegetative barriers and green belts are planted to improve air quality in the capital.
I have been a lone voice undertaking planting along roadsides in my individual capacity, with no assistance from GNCTD. My efforts have borne very positive results due to personal attention and after care, however as an individual there are limitations of scale, which MoUD/GOI has the capacity to provide.
Thus, we need to scale up such efforts, and citizen initiatives encouraged to give a boost to enhance success of plantation drives. Usually, on directives from the concerned department, GNCTD during the monsoons embarks upon a planting drive for a few days to ensure a good photo op, and subsequently the plantations are abandoned with plants dying due to no watering and aftercare.
I volunteer my expertise and services for planting vegetative barriers to control dust and particles in the atmosphere, and planting trees and shrubs for carbon sequestration in the NCR.
Your urgent action is requested.

Re: Failure to protect Delhi from Pollution by not planting Vegetative Buffers
I have been one of the most vocal and ardent advocates of increasing our efforts in increasing Delhi's green cover. Unfortunately, I was a voice in the wilderness of the bureaucracy, that didn't consider my crusade to be taken seriously. Until now; with Delhi's pollution dangerously out of control, and the CM's call to extensively plant Delhi, all will have to grid their lions to seriously participate in tree planting.
I have been in touch with yourselves, GNCTD Forest Department, DPGS, PWD, DDA, and SDMC for cogent efforts to plant peripheries of the roads and open spaces. Most departments including yourself, have remained supremely indifferent, and have not to responded to my various suggestions and proposals. As an example, PWD roadsides areas planted by my personal efforts are dying due to PWD tankers not watering the plants. This criminal negligence is unforgivable, a matter brought to the attention of all concerned Secretaries, yet no action emanated. Thus any planting you undertake in the future will fail if no aftercare follows.
Although I haven't receive any assistance from yourselves, my individual efforts have shown exceedingly good results in the geography where I reside. However small my contribution has been, it has made a difference. However small the contribution of other citizen groups if harnessed, it will make a difference to the vegetative cover of Delhi.
If Delhi has to greened to reduce pollution, citizens have to be included in such efforts. Planting is the least part of the effort, after care is what is important, and unless a spirit of ownership is not instilled in the peoples, no planting effort will bear positive strike rates. At present, I hazard a guess the survival rate would be less than 25%, owing to the non-existent after care by the planting departments.
I once again call upon yourselves to take this need of our city seriously and urgently, refrain from callous indifference which is what has been the norm till now.
As a citizen I offer my services, expertise, and time to any 'Green Initiative' undertaken.
