Re: Increased criminal activity in Defence Colony, New Delhi,

Caution against opening new entrances into the colony

As you would be aware, there was another incident of bag snatching last evening the 15^th of Jan 2016, at approx 8'o clock in Defence Colony. This is in continuation of a series of such incidents in the recent past, now numbering five such incidents in the last 3 months. The modus operandi remains the same, Motor bike borne snatchers with their head and face covered with crash helmets, and the number plate showing A/P, snatch money, ladies handbags, expensive cellphones etc. from vulnerable sections of society.

Such activity has been going on in Defence Colony for quite some time, but the Police Force has not been able to apprehend the culprits. Given the porosity of Defence Colony, innumerable entrances and exits, quite understandably it is not a simple case for the Police to crack. Consequently, greater emphasis on criminal investigation will need to be applied, rather than waiting to apprehending criminals as they commit the crime. I suggest the following:

1. Maintain status quo of gates currently closed, i.e. to remain locked, and refrain from getting them opened.

2. Reject any suggestions to get further openings to the Ring Road from the D block side of Defence Colony, or any other side of the colony.

3. Increase / improve beat patrolling, which at the present moment is either non-existent or tardy at the best.

4. Start intelligence gathering at a local level; it’s surprising how much information is available with the local folks.

5. Nakas to be created at vulnerable points of exit.

6. Prevail upon sanctioning authorities to install CCTV's at critical junctures.

7. Include the informal security set up in the colony to chip in.

I would further bring to your attention the Local Shopping Center Moolchand Complex, has become a vice den, with a liquor shop and two night clubs operating in the complex. The two clubs I have been complaining with religious periodicity to yourselves, is when the music from these clubs become loud till a point unbearable, and hence the requirement of your intervention. Since the Liquor vend, restaurants and bars are open till late night, this area has added other dimensions of crime as well, which rather need not be spoken about at this juncture.

In a nutshell, the law and order situation in Defence Colony needs some proactive intervention from yourselves, and some creative investigation to crack the trend of escalating criminal activity.
