Sir,

I bring to your attention the gross neglect of public property by the callous indifference of the authorities under 
​whose 
charge
​ ​
the President of India has placed in trust, through your good offices.

Despite repeated grievances, Moolchand Commercial Complex 
​Defence Colony, ​
remains a den of vice and misuse.
Following are the glaring issues that need to be redressed.

1. Public land being taken over by Bars and Night clubs for late night activity on parks 
​and land ​
under the charge of SDMC.

2. Illegal construction of the first floor: urgent communications to the Dy Commissioner Central Zone, SDMC, when the construction was
​ going​
 on to prevent it from progressing went unaddressed, the illegal construction continued and was completed
​ by​
 CAFE ONE OAK at the LSC Moolchand Commercial Complex.

3. Complete neglect of green open spaces, no maintenance of the parks and garden
​ spaces by SDMC​
, leaving it open for misuse and encroachment.

4. Liquor vend run by Delhi Tourism (DTTDC) in the vicinity of a Hospital ( Moolchand Hospital) in total contravention to excise rules which must be shut down immediately and their license revoked.

5. Illegal parking of commercial vehicles e.g. taxi services, security cash carrying vans, gensets on wheels etc.  in the parking lot of Complex, meant for visitor's vehicles.

6.Noise pollution by the night clubs

that play very loud music till very late night, hold open air karaoke sessions, live bands etc, which destroys the peace of the residential neighborhood, in contravention of the Noise Pollution Rules of 2000.

7. Sale of drugs, drug addicts, alcoholics, pimps & prostitution in shady surreptitious deals being made in sleazy corners of the park.

8. Huge gensets being placed on public land
: 
pedestrian paths and parking area being taken over by gensets, encroachment and misuse of space by hawkers.

9. Building of a lift

 by Delhi Tourism on pedestrian land by Delhi Tourism.

Please find herewith photos of SDMC parks being used for dumping construction material by DTTDC at the Moolchand LSC, Defence Colony.

The matter was raised with the M.D.  DTTDC by the undersigned, whose assurance stated that work would be completed within a short period of time, and the area cleaned and restored  as a park, under their CSR scheme. However it has been over two months, and work doesn't seem to be anywhere near completion. It now appears the work will continue for some time to come. The park therefor has degenerated into a dump yard for DTTDC, and a parking lot for cash carrying company, 'Premier Shield'. It is also pertinent to note DTTDC is constructing an elevator on a pedestrian path, which again is an activity strictly prohibited most recently by the Hon'ble Lt. Governor of Delhi.

Since this matter has been raised in many personal visits to yourselves, (with Dy Commissioner and Councillor SDMC) it is a matter of deep concern that the issue have not been addressed, and the breach being allowed to continue in a most cavalier fashion. As public authorities,the lighthouse beacon guiding yourselves is; public property and other assets have been placed in trust with yourselves, under the Doctrine of Public Trust, and this sacrosanct trust cannot be betrayed. 

 Under the given circumstances,the gross violation of green norms to  protecting parks, playgrounds and public spaces, the areas being spoken about must be cleared and restored o its original land use. Your urgent attention to the matter is solicited.

Subject: Grievance related to SDMC Moolchand LSC, Defence Colony, N Delhi

This grievance pertains to Moolchand Shopping cum Commercial Complex, Defence Colony 110024, Ring Road end. The grievances are as follows:
1) The shopkeepers have broken the boundary wall of this complex at various places to obtain access to green belt land, which they are using for parking of cars for resale and fitting accessories. Further, they have cemented green areas, which was originally a garden, to facilitate the stated activities.
2) Delhi Tourism has taken over one park on the Bank of Baroda side, for dumping of construction material related to the construction of a lift to reach their offices on the second floor, which is illegally being constructed on a pedestrian path of the complex, opposite Dominos Pizzas.
3) Further the said park been taken over by 'Premier Shield', a cash carrying company, to park their  armored vehicles in the said park.
4) The park on the other side, State Bank of India side, has been taken over by 'Alpee Taxi Service' for parking their taxis and tourist cars.
Since the LSC  Moolchand Hospital was transferred to MCD vide order No. F.14 (22)80/RN dated 24.11.1980 issued by LG, Delhi and Notification Commissioner (L and B) vide No. F.12 L B/Plg./25051-65 dated 20.07.1988, the charge of this complex is vested with SDMC, and thus eminently empowered to take mitigative steps as follows:
a) Reclaim the green area land, demolish the cementing done, and reconstruct the wall broken at various places.
b) Prevent parks encroached and taken over by taxi service and cash carrying company vehicles being parked there, and restore them to their rightful land use, e.g. park areas
c) Order restitution degraded park lands and green belts once cleared of squatters, and returned to their pristine glory by replanting the park land with shrubs and trees.
d) Declare the area a Silence Zone. With Moolchand Hospital being 20 meters away, The Noise Pollution Rules of 2000 may be applied, and a noise free area created as per the said notified rules.
Further, gates may be installed at entry exit point to prevent unlawful activity at night time, such as prostitution, pedaling drugs, sale of alcohol, and so on.
Your urgent attention in the matter is solicited.

Gentlemen,

By way of the mail below, I brought to your attention law and order issues related to a commercial complex, which needs to be addressed by yourselves.

Delhi Police however has remained supremely indifferent to the issues raised, leading one to believe that the law and order machinery does not exist in the capital of the country.

This is a shocking state of affairs, wherein the Police does not react to citizens problems. I therefore have raise this matter the Home Ministry for necessary action.
